how do organisers work out late time eg at finke the late time is 240 mins to do 230 kms at the pines enduro is 110 mins to do 135 kms and at griffith to do 170 kms you get 210 mins

Can anyone please tell me what fuels we are allowed to use. I know that avgas is banned but as far as I am aware that is about it. I sent an email to CAMS last year but they had no idea. They said that anything that complied with Australian standards is ok but I can't find a list. Can someone please help. Thanks...
